Resolution condemning Russia's aggression against Ukraine

The House of Representatives resolves as follows:

Regarding the situation around Ukraine, the international community including Japan had engaged in intensive diplomatic efforts since the end of last year to ease tensions and resolve the situation as Russia continued its military buildup along the border.

However, on 21 February, Russian President Vladimir Putin signed a presidential decree recognizing the "independence" of the self-proclaimed "Donetsk People's Republic" and "Luhansk People's Republic," both part of Ukraine, with which Russia ratified the "Treaty on Friendship, Cooperation and Mutual Assistance" on 22 February. On 24 February, Russia launched an aggression against Ukraine.

These actions by Russia clearly violate the sovereignty and territorial integrity of Ukraine, and constitute a serious breach of international law prohibiting the use of force and a severe violation of the Charter of the United Nations.

Any unilateral change to the status quo by force is absolutely unacceptable. This is an extremely serious situation that could undermine the foundation of order within the international community, including not only Europe, but Asia where Japan is located.

The House of Representatives of Japan condemns the aggression by the Armed Forces of Russia in the strongest terms and strongly urges Russia to immediately halt its attacks and withdraw its forces back to Russia.

The House of Representatives once again declares that it stands together with Ukraine and its people.

The House of Representatives strongly calls on the Government of Japan to put forth its utmost effort, in line with the will of the House, to secure the safety of Japanese nationals in Ukraine, and to restore peace in Ukraine by responding to the situation quickly and severely in cooperation with the international community, including taking sanctions, and by utilizing all available diplomatic resources.
