Resolution protesting North Korea's launch
using ballistic missile technology for the purpose of a satellite launch

The House of Representatives resolves as follows:

On 21 November 2023, North Korea conducted a launch using ballistic missile technology for the purpose of a satellite launch that flew over the area between the main island of Okinawa and Miyakojima island. It is estimated that it fell in the Pacific Ocean.

Since last year, North Korea has launched over 80 ballistic missiles, and this series of provocations with an unprecedented frequency constitutes a serious challenge to the international community. Against this backdrop, North Korea conducted a launch that flew over Japan, following the launches in October last year and in August this year. These actions pose a grave and imminent threat to Japan's national security. Furthermore, they threaten the peace and security of the region and of the international community. Such actions by North Korea, which violate the relevant United Nations Security Council resolutions and the Japan-DPRK Pyongyang Declaration, are totally unacceptable.

The House of Representatives of Japan once again lodges its serious protest against North Korea and condemns it in the strongest possible terms. The House also strongly urges North Korea to stop provocations and immediately abandon its nuclear and ballistic missile development programs.

The international community should seek a peaceful resolution by undertaking concerted diplomatic efforts in line with United Nations Security Council resolutions. The Government of Japan should further urge Member States of the United Nations to fully implement sanctions based on United Nations Security Council resolutions. The government should also work closely with the United States, the Republic of Korea, and other relevant countries to urge Member States of the United Nations to take stricter and more effective measures against North Korea.

In addition to North Korea's nuclear and missile programs, the abductions issue is a humanitarian issue with a time constraint. It also constitutes a most critical issue concerning the sovereignty of Japan and the lives and security of Japanese citizens. To respond to the public mandate, the Japanese government should make the utmost effort to encourage the international community to work in a united manner to comprehensively and swiftly solve issues related to North Korea, which include not only its nuclear and missile programs, but also the abductions issue, a top priority for Japan.
